Please try to follow the very clear instructions in Brink's tutorial. I'll repeat it here:
Click the Start button at bottom left of your screen.
In the search box type "cmd" without the quotes.
In the window that opens right click "cmd.exe" at the top. Click "Run as administrator" in the window that opens.
You may need to click Yes in the next window that opens. Then you will see the Black window as in my screenshot. Now type at the curser "sfc /scannow"
Let it run. It will certainly take a lot longer than the two minutes it took before!
Followed your above instructions (results below) .. took about 5 minutes ... do keep in mind ... this is a Hex Dual core (task manager shows 6 of the 12 cpu boxes at at about 75%) ... with a solid state drive ... so it tends to be very fast

Checked MSPaint and Wordpad and found the same results
Hm!!! Well I have checked this thread again and noticed in post #4 you said "and also cleaned the registry". This I think is the problem. If you definitely confirm that all 5000 fonts show in Paint and Wordpad on you other machines, I can't replicate this as I can never invisage anyone needing 5000 fonts, then I would recommend the best route is a Clean install of Win 7 as advised by Bongo!
Thanks for the advice Mitchell ... but a clean install isnt really an option as it took 3 weeks of work to test and implement this machine (this is the reason it was the LAST machine) ... as this is an Oracle support server ... and has MANY installs of various software ... and there seems to be a certain order in which things must be installed
I guess there is no solution ... but from the threads here ... and on other boards ... I am certainly not the only one with this problem ... so I will continue to search ... and will update this thread if I find a solution
Do you have a printer installed (printer driver) on this machine? If not I would read these two links.

Thanks for asking though ... that was one of the notes that I explored before posting
As a final shot may I re-iterate my previous comment which appears to have been ignored, it was:

If that is the case it doesn't matter how sophisticated and unique your systm may be, if you have a problem in the registry be sure that if ignored it will come back and bite you one day.
Understood ... and thanks ... I can say for certain that the registry clean is not the cause of the problem ... as the problem has existed since the OS and fonts was installed ... with that said ... the clean of the registry could be contributing to the inability to resolve the situation ... as such ... I restored a savepoint to before the registry clean and other attempts to resolve ... and have done another sfc /scannow .... and am having the same results
