Have you installed all the latest Windows Updates; including Important and Optional?
I always install the latest Windows Updates, and haven't seen any strange files be created on my system.

These folders are temporary folders which may be created when the system downloads an update and installs the update. Normally these temporary folders get deleted automatically after the installation of update. Sometimes they stay back on the disks (reason unknown).
Try to see if these folders get deleted after reboot. If not you can delete them manually without any problem. For extra safety, you may move these folders to a temporary location and keep for 2-3 days. If your system is working OK then delete them permanently.
If the update is installed, then no problem. Otherwise the update will be downloaded again and gets installed.
