I ran disk check again and it fixed a ton of stuff, rebooted ran it a 2nd time and it was totally clean. Now installing windowns and now get a different error code. Error code: 0x8007045D. Is it possible the cd iso burn didn't burn properly. 2nd question would it matter if I try to install win 7 home premium or win 7 ultimate? would the 2 be any different and cause this to happen?
The error is a disk read error which can be either the DVD or more likely the HDD.
Confirm the ISO and burn another DVD using ImgBurn at 4x speed. Then write the ISO to flash stick using UltraISO Software To Create Bootable USB Flash Drive to see how it compares.
What did the HD diagnostics report? I have asked you to run this nearly a dozen times now and you do everything but. Can you focus long enough to see that it gets done no matter what it takes because it's all that really matters right now.
If you cannot figure out your HD brand then Seatools will tell you the brand of a model number you can google which will tell you the brand.
I don't have a usb flash drive. All my test say the hard drive has failed. I can't even hear it wind up or anything. Its dead silent all the time, and everything takes forever to do. So i'm guessing this confirms the hard drive has failed. It has a Hitachi HD as well. Hoping I can find one cheap. The website link you gave me, they don't have one with the exact one I need, so going to do some more online checking.

You can try to find a replacement that fits, or you can try googling the exact model to see if a good deal comes up via Amazon or eBay for exact replacement. You have to be cautious with eBay but I often replace parts like chargers and battery for dirt cheap.
As I said earlier the best option is if you have parts counter at CompUSA, TigerDirect or MicroCenter to take it to and try the part on the spot, or be able to return it easily.

I ran it and when it was loading scsi devices it said failure, not sure if that was applying to other hd's of different types or brands, but said errors were found and its now whiping the hd again. Then I plan on rebooting and searching again for errors and if non then will try reinstalling win 7. Kinda thinking the HD went bye bye.
The HDFT is quite good so I would believe it's findings, especially if as you said you have an Hitachi HD.
I have had it repair a HD which is still working after 3 years use. But this is an exception.
