    Even a small bat file doesn't run? Can you delete files?
    Tip: make a small bat file that only runs the DIR command and test it
    If also same error:

    yes. its the same error running .bat file from usb. I can open/create and save documents, movies, folders but cannot run .exe and .bat file.

    Because you have same problem on CD/DVD it's not an NTFS permission error (as you already know I think).
    Can you logon locally instead of domain? Do that.. same problem?

    safe mode... same problem? --- -no good in safe mode
    https://www.sevenforums.com/tutorials...n-startup.html same problem? Reset to boot normally after testing! -----same problem
    All computers have same problem? Test a few -----all computers in the domain have the same problem even the XP
    All user accounts have same problem? Test a few ----Members in Admin Group have the same problem and all other accounts. I just couldn't test account that is part of Domain Admin because it is managed by our Japanese Admin and its long process to request for one.
