Did you use an elevated command prompt (right click and "Run as administrator")?

Im using the command prompt from the repair screen, because I can't acess my computer. The only, login to get into the computer is blank. So I figure I would make a new one.

I had recently restored my computer to factory settings and now I just get the login screen where it's blank. No profile picture or anything.

What happens when you boot into safe mode?

    Safe Mode

Press f8 when the pc is booting until you get the advanced boot option.

    Then choose safe mode.

You might try doing another factory recovery at boot if able.
