    How did you remove Disk Management? It's built into the OS and should be impossible to remove.

    Right click on the partition in Disk Mgmt to Explore. Post screenshot of maximized window.

    What happens when you try to burn Recovery Disks? This should help tell us if the Recovery Partition still works.



    There's only a slight possibility the 15gb is involved with running the Recovery Partition, and if it doesn't work then you can delete both.
