No access to c: drive, or system tools

Hello, thank you for viewing this... I have a problem with my uncle`s computer.. Recently, he was watching Netflix, and lost his internet connection, he said that his computer`s performance was slower than usual. I came over and checked his computer`s status, ran MalewareBytes, I found two items.. However, don`t think that this is the cause of the problem. It`s seems as if he cannot access parts of his computer, such as: Microsoft Management Counsel, Microsoft System Restore, etc. I cannot access the C: drive, or D: drive. They`re currently blank and do not allow access when clicked on. I would be more than happy to restore, but I can not use this option since there isn`t access to it. I cannot install Anti-Virus software, or uninstall programs, since there is no access to C: drive, please help me out.. Thank you for taking your time..

    c:

That smells like a virus. Run some scanners (Malwarebytes, Superantispyware) from a USB stick that you prepare on your system.

first off it sound like he's picked up a virus (in this day and age there is no AV program on this machine?).
second--if you can't access the C drive--how did you run Malwarebytes?
and if you can't access the drives--how do you know they are 'blank'?
also if everything is inaccessible--does the machine boot?

third you'll need a couple tools 'RKill' and 'unhide' they are free utilities that will kill running processes and 'unhide' will make data that was hidden by a virus/malware 'visable'.(read all the data on the download pages so you'll know how these programs function)

    RKill Download

    Unhide Download

you'll need to download these on another machine and put them on a USB stick.

then disconnect uncles's machine from internet--start in 'safe mode', install and run these programs--then run Malwarebytes again (note the name of anything* it finds as there should be 'removal' instructions available if you google the 'names(s).
*there are many nasty little malware programs out there that cause these kind of problems

if all this is successful--download and install an AV (Microsoft Security Essentials is good and free)

I would start at the top to work through the steps for Troubleshooting Windows 7 Failure to Start
which disinfect from boot and then try everything possible to repair Win7, leading up to if necessary rescuiing files to quarantine, then running Recovery or a Clean Reinstall.
