Is this command correct (sorry it took long, I gotta find better camera)
    Command is fine. Run it!

Tell me when it freezes again. Look carefully at the percentages on screen.... really freezing?

Of course!! robocopy means: I found a file on D that is not on I yet.... so I copy it. Other reason to copy a file can be that file has been modified (not the case because I drive was empty)

You also see a lot "extra file" messages on start I think. Those are files you don't backup but are already on I. The logfile and $RECYCLE.BIN stuff

Surface test using PW took 18 minutes (if no bad blocks) that's what you sad. So reading the blocks will take 18 minutes. But we skip $RECYCLE.BIN now, so it will be faster. Hopefully no bad blocks and freezing anymore.

robocopy is an advanced copy command. It can even try to read a block multiple times and wait between retries. You have set it to try it twice /r:2 and wait 3 seconds in between /w:3

But even partition wizard did freeze on surface scan! Surface scan has been made to scan the blocks on disk... so should continue.

Something is so damaged that all programs freeze as it seems.
