Windows 7 Features Turn On/Off Issues

I am getting this message every time I try to turn off a feature, "An error has occurred. not all of the features were successfully changed."

I was able to turn off some features about a month ago, but now it won't let me. It doesn't matter which feature I try to turn off. For ex. I tried turning off DVD Maker, XPS, Gadget platform, etc. SFC comes up clean.

I know you said you ran SFC but I'd run it again from an elevated command prompt (option two.) Even if problems aren't found, run the scan 3 times and reboot the computer after each scan.

SFC /SCANNOW Command - System File Checker

You could also check for malware by running full scans with your installed anti-virus suite and then run a couple of on-demand scans with Malwarebytes and ESET Online Scanner.

I ran SCF 3 times after each reboot with it as run as admin and it found no errors. ESET Online Scanner found 3 infections of Win32/DownloadAdmin.F and it was deleted (I ran that program twice). Malwarebytes and Norton 360 found nothing.

After all this. I rebooted, scanned again and it did come up with some errors + unable to fix. I scanned 2 more times and it came up as clean. The 3rd scan said there are some errors. I still can't change any Windows Features.
