Windows will get stuck right before 'Welcome screen.' How to fix?

My computer will start normally up to the point where it should say 'Welcome' and from there, it doesn't and it flashes (screen becomes black for a few seconds) and then it reverts back to the leaves of the screen but there is no 'Welcome.'

It won't let me start in safe mode since I encounter the same problem. There are files I want to save (mainly pictures) but if there is no other choice but to restore, I'll have to do it. I've heard that restoring everything doesn't necessarily solve the problem...

    Please help!!

I can't do all those things. Unfortunately, I am not a computer savvy. Any other suggestions?
By the way, my computer just won't startup, I don't think it's a hardware problem...but, please help me. I want to save all the pictures I had in a flash drive (I don't want to lose them).

Work through these steps for Troubleshooting Windows 7 Failure to Start.

The DVD is provided in Step 5 if needed for repairs or reinstall if all else fails.

I did everything and failed, what I have left to do is retrieve the data from the pc and then delete all the data. How do I go about retrieving the data?

If you'd tried everything then you'd know that Step 9 in Troubleshooting Windows 7 Failure to Start shows how to rescue your data.

Then you can run Toshiba HDD Recovery Utility or Toshiba Recovery Disks you made yourself, or instead get the superior Clean Reinstall - Factory OEM Windows 7.

I may be wrong but, that requires for me to download the CD and then put it in my damaged computer, right? I don't have another computer that is working. Tell me if that's required and I'll see what I can do here. I'm using my tablet right now, by the way.

So your computer boots and you logon. Then screen goes black. Then "to the leaves of the screen". What do you mean by that? Same with all user accounts on that machine?

The leaves I'm referring to are the ones that show up when you turn your computer on, where it says 'Welcome.' And mine is the only account in the machine, no one else uses it, well, at least no one did when relatives came for vacation.

In your specs .... it says: "Memory 313GB TOSHIBA TOSHIBA MK3263GSX, 3GB RAM"

Did you add another stick of Ram? Did it come with 2? Have you tested all three, one at a time?
