It's better to know for sure by running the WD drive diagnostics but since their company is too incompetent to keep a working link for CD ISO for diagnostics, try this ISO for Hiren's boot disk which includes Data Lifeguard: Download Hiren. Rightclick ISO to Open with or Burn with Windows Image Burner.

Boot it to run WD Data Lifeguard diagnostics to see if the HD can be repaired so you can keep it for backup. But I would replace it for OS, possibly with an SSD which gives you the best performance boost of all.

In addition to Data Lifeguard extended scan from Hiren's boot disk, run Disk Check on all partitions or Partition Wizard Check File System

been doing a surface scan for 16 hours and it has only done 2 lines and out of 240 blocks it has 88 red ones and still has 699.40.19 hours left to do.

so i think its safe to say that the HDD is knackered
Yeah. 100 percent hrs. I'm affraid, you will need to buy a new hdd and perform a clean install of windows
