Keep in mind it only really matters how it performs in normal mode. But I can understand why you'd want to know what is causing this.

If this is occurring even without the problem GPU, then one thing you can do is to work progressively backward in System Restore to see what was installed that fouls it out in Safe Mode. If you get back to the bare install before Updates where install was done to a wiped drive then it's truly an anomaly. You could wipe and reinstall again without the HD attached to see if it recreates.

Try unplugging the other HD before booting into Safe Mode.
Well I am currently running this computer without any GPU. The i7 Intel Graphics 4000 works fairly well. I thought I would just give it a shot and try safe mode for the heck of it. It was immediately after I did all of the windows updates and installed Microsoft Security Essentials. There was no software of any kind on the computer when I tried it. It doesn't worry me too much because normal mode is working without any kinks. I even have all of my Steam games saved on the HDD and running just fine. The computer boots in about ten seconds with the OS on the SSD, it is quite amazing. I was just wondering if the boot restart in safe mode was a common problem, if it isn't affecting the computers performance, I am not overly concerned. Thank you so much again for everything! You have helped me out tremendously =)

Older computer running Windows 7.
I installed Windows 7 on my aunt's P4A 2.8 GHz PC with 768 MB RAM and a GeForce FX5200. It runs fairly well as of now, and all the apparent drivers are taken care of. The computer is running on the 865PE chipset, for which I see no Windows 7 drivers. I know Windows 7 comes with some drivers to...
