    This won't help with your services problem, but when a downloaded program won't install, right click on the install file and select Properties. Notice near the bottom of the Properties window and make sure "Locked" is not checked.

    Try downloading to a different folder (or moving an exisinting install to another folder). If all is well, then you'll need to research and most likely reset the security on the other folder (downloads?)
