Computer slows down, can ping can't browse, Skype works,

Hi all I am having the above issue in my office with several PCs, does anyone else have this issue or resolution?

Break down of the problem, fixes and computers currently affected.

    Problem
    • PC turns on in the morning
    • Logs in fine and loads up Windows 7
    • PC gets IP address
    • Skype loads up and connects
    • Can ping 8.8.8.8 and Google
    • Browser doesn’t load webpages (IE, Chrome & Firefox)
    • Outlook doesn’t connect to online mail server
    • Restart PC (x amount of times)
    o Sometimes black screen
    • PC loads up and connects fine
    • Once the PC has restarted and connected fine it is difficult to reproduce the problem for troubleshooting

    Attempted Fixes
    • Remove February Updates
    • Disable automatic updates, Windows Defender, Firewall
    • Group Policy disable Windows Updates
    • Stop Services for Windows Updates, Windows Defender and Firewall
    • Cmd - netsh winsock reset
    • Cmd – netsh int ipv4 reset reset.log

    Remaining Fixes
    • Graphics update/fix

    Questions
Is it LAN only or does the same happen on Wifi (can test on Hamzas machine when problem reoccurs)?
We need to test the graphics fix on a PC that shows the problem

Do all pc's have the same issue or only a few?
If you boot pc you can't browse webpages, or does problem appear a few minutes later?

    Try: ping telegraaf.nl
Use a site you have never used since last boot! Works?

    Are you using a proxyserver?
Skype keeps working all the time?

Did ping telegraaf.nl work??? If so it's not a DNS error. Ping 8.8.8.8 works.. so not a network routing or ip address problem. Skype is working all the time, this proves no general network problem.

Are you very sure you're not using a proxy server?! Even not a "transparent proxy"?

Are laptops also having this problem? If so... connect laptop temporary at home and test if it has the same problems.

It must be a proxy problem. Or anything else related to http. firefox, internet exlorer, chrome have no other things shared.

This is the FIRST time you talk out it. Your problem was about browing the internet ... not using windows explorer. Totally confused.

If PC crashed you should tell forum the stopcode and post dump file.

Well it doesn't crash all the time, but if you hit "Start" it freezes you can move your cursor else where but not over start. If that makes sense. Sorry for not adding that detail earlier. Though I did mention it goes slow.

Can you start a program by double clicking shortcut? Can you open my computer or any other folder?

Do I understand correct that it isn't a browser issue at all? Other strange things happen. Is it just very slow or does it really freeze?

Try this Troubleshoot Application Conflicts by Performing a Clean Startup

    And from elevated command prompt
    Code:
    sfc/scannow
    Post results
