can a non administrative user change modem settings in windows 7

I share a windows 7 ultimate desktop pc with several other users including a guest user (non administrator) and another standard user (non administrator)

Can these non administrator users access and chane wireless modem setting?

If they can change modem settings is there any way to block them from changing modem settings?
