I have found a program that should do it.

NewFileTime 2.15 Corrections and manipulation of timestamp

Caveat. I have not tested this myself.
Newfile sound good but there is no way to cleanly download it. It will install about a dozen other apps first. But thanks for trying.

In my first post I said"More importantly sort out why the date is getting changed to an earlier date. Sounds like a duff bios battery to me!" Have you installed a new battery?

That battery is two months old.
I can recreate the problem on any machine
    Its not the battery.

The 1982 date comes form some otherwise excellent sync software I use : Vice Versa Pro.

When things settle down ( perhaps soon?) I will need to contact them. It only happens when copying larger PST files. There is a tip here I will try : Can not read data. The parameter is incorrect. - ViceVersa Forum: File Synchronization, Windows Backup Software

But even after resettting the date, the underlying issue remains....that outlook did not like my some of my PST files. Thought is might be Win 8 related : Does Windows 8 alter Outlook 2010 PST files??

I cobbled together what I could from other backups... only lost a few sent mails ... could have been worse... but as always, want to take whatever cautions I can for the next time :)

It's a pity you didn't mention the ViceVersa software before as this seems to be a common problem amongst users of this software. Are you trying to transfer from an NFTS partition to a FAT32one? What size are the problem PST files?

No, I was simply trying to read a PST file (under 200 mb) that was on my backup drive.

It read fine when I was on Windows 7 initially (even with 1982 date) , read fine when I was on Windows 8 (even with 1982 date) , and when I retruned to a Win 7 ( the fresh install on a new drive), it (Outllook) did not recognize it as a PST file. This happened on every PST file that I had opened under Win 8. I had no problem with any PST file I did not open under Win 8.

Sure sounded like a Win 8 issue to me.

I know at least one of the files has that 1982 date so I thought it was that...but other files did not have the date.

I think for now I will just have to move on. I will apply the Vice Versa tip...and will confirm it works by trying to open a backup file in a week or so. We've been using Vice Versa extensively for years at the office ( Win XP and Win 7) as its been bulltetproof to date.

( PS I did mention in my OP that the 982 date was something my sync software occasionally does),

True you did but Googling "Sync Software" revealed nothing but Googling "ViceVersa Software" led to dozens of pages!!!!!!! The answer might just be in there somewhere!
