I highly recommend giving the free Faststone Image Viewer a try as a replacement for Windows native photo viewer/editor. I have set it as my default photo viewing app so photos open in Faststone when I click on them. It does a lot more than just viewing (but I use other apps for editing). However, it is awesome at instantly displaying images and can be customized to perform exactly as you might prefer. For example, when I click on photos, I like images to open in full screen and to be able to zoom in and out using just the scroll wheel and was able to configure Faststone behave this way.

One of the many cool things about Faststone is that the menus available on 3 edges of the screen while viewing images are hidden until one moves the mouse to one of the edges of the screen and then the menu on that edge flies out. So one can view images fullscreen without any menus in the way, yet they are instantly available when needed.

+1 for FastStone Image Viewer. It's a great program. I also like that you can add captions on the pictures - plus, of course, all the other neat functions it offers.
