Oh well, like you say, I can always change the timings, right.
It will depend largely on how good your specific CPU is. Some IMCs (Internal Memory controller) are better than others within the same group of CPUs.
Higher frequency-lower CAS is the way to go.
Well 10-10-10-27 is not great, but the higher the speed, the higher the latency. That's the way it is.
This one is a tad better, but most are worse.

CL9 is about the best you'll get with 1600 MHz, but any that have been mentioned would be good. RAM specs really don't affect system performance that much.

The RAM Dimms from Tiger are the same as the ones from Newegg (same product number). No idea why they show them with a slightly lower latency 9-9-9-24 versus 10-10-10-27
