What Performance? Where was it in msconfig?

    Try doing this: Startup Repair

I'm not sure whether it is 'performance' or 'memory'.. Somewhere right on the boot menu in msconfig..

It's under Advanced Options in the Boot tab. Neither of the circled boxes should be checked. These LIMIT boot resources. Leave these alone or reset to default settings.

In the future I'd ask before doing something so reckless which makes absolutely no sense, or even if it does make sense.

Boot into System Recovery Options to System Restore to a point before you ruined your Win7.
