Win 7 will not change default programs

I have Win 7 Ultimate 64 bit and had a HD crash so I rebuilt it with a new drive. It is a "virgin" install of Windows 7 Ultimate. I downloaded all updates including IE10. Then I installed Office 2007 Home and Student followed by Office 2007 Professional Upgrade. Everything seemed to work okay until I noticed when in IE10 the 'send to" option did not work. I discovered Outlook was not the default email package ("use existing" was). So I went to Start/Default Programs and selected Outlook to be the default. It seems to take it but if I go back to Start/Default Programs I see that Outlook is not the default. I also tried to set the default media player to Media center and had the same issue.

how can I get Windows 7 Ultimate 64 bit to accept default programs settings?

    Are you the "True" Administrator?

I tried to change Outlook to be the default email under the hidden admin account and it would have looked like it worked (just like when using my admin account) but it didn't work there either. When I go to Start/Default Programs/Set Program access and Computer defaults, even the Microsoft Windows choice still shows "use my current..." as the Email default.
