Is this native desktop behaviour or 3rd party

I'm using Windows 7 service pack 1 and have added software that tweaks the behavior like Fences and Ultimate Windows Tweaker. but just now I mouse clicked the edge of my screen and dragged to a clean desktop environment and just wondering if that's built in or added functionality that comes with Fences.

I'm fairly new to Windows 7 and trying out a lot of new software so I don't know. Thanks :)

Edit: Nevermind, I just found it was from Fences Pro

Behaviour of Desktop Icons during Startup
Not a problem, just amateur curiosity. Towards the end of my laptop boot, all the shortcuts (not the system icons) go blank then are quickly restored. Why's that?
