    sfc /scannow is one of the first things I tried. The need to use the registry is because Home Premium does not have a Group Policy Editor

    My Googling turned up a reference which mentioned Soluto as a probable cause. I used to use Soluto but binned it last year. They supplied a cleanup tool but maybe it didn't do a good job.
