After like repeating the steps over and over again . it works fine .

Good Job on the Hi Res photos. Does this happen after the computer posts? Do you hear any beep codes?
Take a look in your BIOS to see if you can turn off any extended tests also.
IF none of this helps, try unplugging various devices one by one and boot to possibly narrow down the issue.
PS that computer shipped with Vista or XP did the issue start after upgrading the OS?

You said that you do what the screen tells you to do. Can you elaborate and tell us more about what the screen is telling you?

Do you have another monitor you can hook up to the PC and test with?

From the screenshot, I see that the monitor is not receiving a signal. That points to either the monitor or the embedded graphics on the motherboard.

If your using a CRT monitor, chances are you might have a few busted caps inside the desktop. Crack open the side case and just visually inspect the little capacitors on the motherboard, they typically have either a Y or an X on top of them. Your looking for any bubbling, rising, or leaking.

No beeping sound at all. I have Windows 8 Pro and it's working perfectly. I am on the computer that wouldn't turn on, right now. I will go in my bios because when I power on my Acer computer this message comes up that didn't used to . I will provide an image later today. hang tight.

I ask because he said that he could get it up and running after about 30 min. That screen shouldn't just disappear after 30 min and give way to a running OS.

I see that you have an HDMI port on the computer, just for testing purposes, can you run an HDMI cable from the computer to a TV and see if you get a display to pop up? This would help isolate if it's a problem with the VGA port.

Unfortunately I don't have the TV near me.
