stuck on blue loading scren at start up

I have an Hp notebook that came with windows 7 ive had it for a year and a half. I try to start it up and it goes through the loading screen and then hangs up on a blue loading screen ill attach a pic of the screen. It looks exactly like this picture minus the windows logos there is no text just the blue with rays of light. I have tried the windows repair and the system restore and safe mode and debug nothing is working I always end up at thesame screen.

Work through the steps for Troubleshooting Windows 7 Failure to Start.

Be aware that the HP Factory Preinstalled Win7 is a corrupt install loaded with bloatware and duplicate utilities that have much better versions built into Win7. So you'd actually be better off skipping to the last-resort steps to rescue your files and then run HP System Recovery choosing the Minimal Recovery option, or use the Win7 DVD provided to do repairs to get the vastly superior Clean Reinstall - Factory OEM Windows 7

There are many other steps included to try, and a method to write the WIn7 installer ISO to flash stick to boot for repairs or if necessary reinstall.

You can try USB-CDROM for this purpose.

    I don't consider it a problem; it's just what Windows 7 does.
