I am pretty sure RegClean Pro is some form of malware. Before you start uninstalling things in a panic, or system restoring, can you try to answer some/all of my questions below? To allay any fears - checking any of these would not require downloading anything at this stage.
Aside from it recreating (i.e. running) every boot-up, are you experiencing other problems?
Which anti-virus client do you have installed on your machine? Are you able to run it?
Do you have any other anti-malware software installed (Spybot, Malwarebytes' Anti-Malware)? Can you run these?
Are you able to right-click the start bar and Start Task Manager?
Most of these phoney registry cleaners/anti-virus impersonators (e.g. RegClean Pro, most likely) tend to stop you from running the programs required to clear them up.
If you can't start Task Manager, that will be the most immediate indicator that your PC has been malware-infected to a point where we need to run through a full clean-up process.
