Windows 7: Administrator access denied

Windows 7 Ultimate 32-Bit & Windows 7 Ultimate 64-Bit

Restart the PC . Delete the old FRST64.exe application and download a new one below

64-Bit Version OS Farbar Recovery Scan Tool x64 and save it to a USB Flash Drive . Then restart your PC and run the tool inside Recovery Console

To enter System Recovery Options from the Advanced Boot Options:
Restart the computer.
As soon as the BIOS is loaded begin tapping the F8 key until Advanced Boot Options appears.
Use the arrow keys to select the Repair Your Computer menu item.
Select US as the keyboard language settings, and then click Next.
Select the operating system you want to repair, and then click Next.
Select your user account an click Next.

On the System Recovery Options menu you will get the following options:
Startup Repair

System Restore

Windows Complete PC Restore

Windows Memory Diagnostic Tool

Command Prompt

Select Command Prompt

In the command window type X:\FRST64.exe press Enter

Note   Note
Replace letter X with the drive letter of your flash drive.

Tip   Tip
Type the commands below to see what your letter is for the USB drive and press ENTER after each command

List volume
The tool will start to run.
When the tool opens click Yes to disclaimer.
Press Scan button.
FRST will let you know when the scan is complete and has written the FRST.txt to file

Unable to uninstall the FST64 from desktop, or, from the download folder. Access Denied.

Found an icon on my taskbar that has something called "Optical drive Lock" I have two choices:
Optical drive Auto lock and unlock time settings.
Could this have anything to do with the administrator access?

Try this

Open up an Elevated Command Prompt. Click on in type CMD . Right click on CMD under Programs (1) choose . On the User Access Control window click on the Yes button . Command Prompt opens up to C:\Windows\System32>_

Type the command below inside command prompt and press <ENTER>

CD C:\
icacls * /T /Q /C /RESET

Access Denied. No administrative privileges. Right click generated this network error:

Windows cannot access C:\ windows\system32\cmd.exe
Check the spelling of the name. Otherwise, there might a problem with your network. To try to identify and resolve network problems, click diagnose.

Tried to run the diagnostic and got this error:

An error occurred while troubleshooting:
A problem is preventing the troubleshooter from starting.

Ticked the details button on the diagnostics error and got this;

Package ID: Unknown
Path: C:\windows\diagnostics\system\networking
Error code: 0x80070005
Source: Engine
Context: Standard

I appreciate you hanging in there with me, but, if it is getting to be too much, "Just say the word", and I'll take it into the shop. Just thought I'd try the forums first because my warranty is up.

Thanks again for sticking with me. I'll just have to take it in. Cannot access anything, so, without the CD and the recovery program being on the drive, I am unable to access it. I have seen a lot of people having the same trouble when I "Google" it; no one seems to be getting anywhere on the subject.

The link I supplied will have a link to download a legit Windows 7 iso so you could use to reinstall Windows . Just use the Product key under neath the laptop or the battery .

OK, i will wait to see how this works out. Have a question though; I am unable to backup anything from the computer to USB or disc.
Is this a full system repair that erases and re-formats the system/C:\ drive?
