    What I have seen from your picture their is more missing than IP Helper. Messing with Windows Services is very risky just like messing with Windows Registry. That is why I recommended a clean install. That way you will have Windows 7 installed with all the things it should have. It would take for ever for some one with the knowledge to go through all of the Windows Services and put them back like they should be.
