In addition to the other steps which are waiting for reply, move the data off the external and wipe it with Diskpart Clean Command to remove any possible code which may interfere, then repartition in Disk Mgmt and replace data. Then run a Disk Check on the external. This will clear it of possibly causing problem.
Then the issue becomes hardware requiring testing, reinstall to reseat the card, changing drivers, replacing the card.
