Explorer not responding after every restart.

When I restart the computer and hover over the taskbar I get the busy pointer and then an error that Explorer is not responding in which case I have to restart explorer and then it works fine. It's the same on every reboot. I tried removing all the startup programs, cleared the registry for any errors using glary utitilies and ccleaner, scanned the computer with avg antivirus but the problem still remains. Any ideas?

    I use Win7 x64

I would suggest not using a registry cleaner unless you are very understanding of the registry. It can cause more problems than it repairs. I can't imagine what two different registry cleaners do.

This may help and won't hurt.
Please read and understand option #2

Windows Resource Protection did not find any integrity violations.

I'm still looking for a answer.
Windows Explorer should start up with Windows 7 as default.
Did you turn off Search or Indexing?
When you tick the Start Orb what does it indicate (say) next to the blinking cursor.
    1. Search Programs and Files
    2. All Programs

    Check Folder Options.

I ran the sfc scannow and it reported back

"Windows Resource Protection did not find any integrity violations."

Explorer does start with Windows 7 but it's nor responding and I have to restart it in order to work. I did not turn off search or indexing. Nothing on the taskbar including the orb is clickable at the beginning unless I restart explorer first.

This might help and it's easy to do.
Restore point back before this problem started.
I would try to go back before you did any registry cleaning.

I tried that too but no luck. I'm running out of ideas. I really don't want to do a clean install.

After using two different registry cleaning programs their really isn't any practical way of finding what they changed.
**Please explain the exact steps you use to start Windows Explorer.
Can you do any of the things I requested after you start Windows Explorer?
