The problem was there before I used the registry cleanup programs. What do you mean the exact steps I take. I click on the taskbar (which appears to be dead) the error pops up saying this program is not responding do you want to wait or restart. I click restart and then explorer starts. I will try turning off indexing etc tomorrow since I don't have the computer right now but I don't think that will do any good.

First I did not recommend turning off indexing.
    I'm somewhat confused.
If you don't have the computer with you how have you been trying to do my suggestions?

Work through these Troubleshooting Steps for Windows 7.

However if I were you I would do a perfect Clean Reinstall - Factory OEM Windows 7 (same for retail) and this time stick with the tools and methods which assure you'll get and keep a perfect install.

Good call greg. After having a problem and then using two different registry cleaners and then the owner takes the computer and does what ever to it; a clean reinstall will most likely to be the answer.

Especially if he/she will stick with the tools and methods suggested which compile what works best with Win7 based on tens of thousands of installs we've helped with here since before Win7 was even released.

You're getting more than just a reinstall, it's a perfect install better than 90% of users out there and how to keep it that way.
