If the article Northernsoul55 gave you doesn't fix your issue, here is another MS article I found for Win 7 about this issue

Thanks for the reply. How can I know if I'm doing it for a domain object or for a local computer object?

Based on your specs you have W7 Home Premium.
Group Policy Editor is not available in W7 Home Premium, so I don't believe you can use the solution in
Error message when you run the "w32tm /resync" command to synchronize Windows Server 2003 or Windows SBS to an external time source: "The computer did not resync because no time data was available"

You will need to be an administrator to open the Local Group Policy Editor.
    • The Local Group Policy Editor is only available in the Windows 7 Professional, Ultimate, and Enterprise editions.
    • The Local Group Policy Editor feature is not included in the Windows 7 Starter, Home Basic, and Home Premium editions.

I actually found a way to get Group Policy Editor: How to Enable “Group Policy Editor” (gpedit.msc) in Windows 7 Home Premium, Home Basic and Starter Editions? - Tweaking with Vishal
