Windows Never goes past the Welcome Screen

As the title says, I simply cannot log in when I run in normal mode. I have to use safe mode, with netwok connections to type this currenty. I let the laptop sit for about two weeks, there seemed to be no problems before hand, but when I tried to turn it on several days ago, it was no longer working. I have run diskcheck already and looked for anything very obvious. Any ideas what I should do next?

When it starts up, it stops before showing log in informatio, IE, before showing the user to log onto, when in that state Ctl+alt+Del does not work, any other ideas or how to do this without starting it normally in the first place?

Well I wished I could give you an easy answer but I can't. Is it possible for you to borrow a Windows 7 Home Premium disc from a friend or relative? Doesn't matter where the disc comes from as it is the Licence key that is the important part of your Windows 7 installation and that will be on a COA sticker on your machine somewhere.
Of particular concern is the fact that whilst you are in Safe Mode your Norton Anti Virus program is disabled! So you have no protection. Try to keep your internet connection to the very minimum. Ideally you might find an alternative method of accessing the internet until we get your laptop fixed. Is it remotely possible to "borrow" another laptop?

EDIT:If you can't borrow a disc. To get an install disc go to this:
It would be best to do this on another PC!
    Go to:
    http://www.heidoc.net/joomla/technol...download-links
Scroll down to the list of Locations and Windows Versions. Find your version and download the ISO file. Then burn that file to a blank DVD using the "Burn Image" selection of your burner software. You can then use that disc to get to the Computer Repair choice of Windows. All as in the link above.
On that download page this is the ISO you want:
