Keys don't repeat when held down unless FilterKeys is ON

So I have this strange problem, where I have to turn FilterKeys ON to have keys repeat when I hold them down. Otherwise, only one character appears when I hold down a key, and only one character is deleted when I hold down the backspace key. It was working one day, but when I woke up the next day...
This happens when I alt tab and alt tab back into HoN/other games or while holding alt to use items and ping etc
HoN/other games start behaving like my alt key is stuck down when I am playing, so I can't use skills and when I try to use the skill hotkeys it attempts to use items like I was holding...
Win 7 Ultimate:
Trying to save a NotePad document to c:\ and I keep getting this error: " Error 0x80070522 A required privilege is not held by the client"
I changed ownership of the C drive to my user, but I still can't save to the root. Any suggestions?
