Windows 7: Waiting for background programs to close.

I have a HP computer with Windows 7 on it. About 6 months ago I replaced the hard drive and reinstalled the OS on the new hard drive. When I shut it down back then it shut down really quick. Now it takes forever to shut down. It tells me that x amount of background programs need to close. Even when you force the system to shutdown it still says this. Is there a way actually force the system to shut down? It would seem that windows is like a sponge. The longer it runs the slower it gets. There's a reason to tell the computer to close when you want it to. I had a fire in my apartment and told the computer to shut down and it just took way too long. I wanted to turn the main power off to the apartment.
