The clock on my computer is approximately 15 minutes slow. If I manually change it, or force an online update, it briefly shows the correct time before reverting back to the incorrect time.

Have you tried changing it in the BIOS?

I was going to suggest changing your bios battery but if it's changing while on then that's out. How are you connecting to the internet wireless or wired just curious. In your Date and Time Settings under Internet Time mine shows: Sync with Internet server and in the drop down box: (time.windows.com)
Double check that and get back to us.

I have now, and it's now 3 minutes slow instead of 15 minutes slow. I still can't change it from Windows though.

    Same as you here.

My paranoid theory? Some time-limited trial software didn't want me changing the time / date to avoid it running out. Haha, never heard of that before, though.
