    Windows freezes at login

My custom build started to freeze at random a few months ago. Now it freezes 99% of the time I start and log in. Sometimes it will just freeze on the login screen, even if I don't log in. As you can see it will login to a black screen with a cursor that is movable. It does not response to anything on the keyboard and the hard drive light is solid every time this happens. I have used Comodo scanner, mbam, ccleaner, sfc /scannow, chkdsk, sector scanners, mem test, and many other things like uninstalling software that I thought may be causing the issue. Any ideas?

edit: I have also tried msconfig and set it to diagnostics and get the same result. Safemode is the only thing that works, BUT it occasionally freezes in random places with the same symptoms such as hard drive light.
