Copy a file on users desktop

I want to copy a file to all domain users desktop in windows7 or windows8.

Like in Windows XP- C:\Documents and Settings\All users\Desktop
If i copy a file in all users desktop folder it appears to all the domain users logged on to that computer.
Is this kind of feature not available in windows7 or windows 8.

I dont want to do with group policy.

In Windows 7, the very same is possible in the very same way, but the path has been changed however. Now you should put it in:
c:\users\public\desktop
