PopUp On StartUp After Patch Tues
After patch Tuesday (10/8/2013) I kept getting a Pop-Up User Account Control Message upon startup, requesting authority to execute a Microsoft program named: "A tool to aid in developing services for windows NT." Boot was halted until I selected yes or no.
After some research I found others who got the same message after this Win 7 64 bit OS patch also. One affected user was able to link it to Garmin's Update Software, and was able to disable it with some Registry modification. I discovered I was able to disable it by going into run/msconfig/startup and unchecking the Garmin program line. That stopped the message and allowed a full boot into Win 7 64 bit Home Premium.
I have a virtually identical second desktop computer with the identical programs installed and that computer was not affected. The only difference is that the affected one has a SSD and boots really fast as a result. Maybe the significantly faster boot causes the message to show because a process that would possibly clear it has not had sufficient time to run (just speculation)?
If anyone runs into this Pop-Up upon startup and has Garmin Updater Software on your system you can try this fix.
