Error C0000135 %hs is missing on blue screen - No AVG installed

Not sure what is going on with my Laptop it appears to be stuck in a repair loop cycle and I am unable to reboot the system. Safe mode or system restore are not working and will just continue the loop. Have completed CHKDSK to no avail.

Looking on the internet it appears that this problem is associated with AVG which I don't have it installed as confirmed by running AVG rescue. I ran windows offline defender but this didn't find any virus but to be fair this wasn't a full scan.

I currently have a Kaspersky Rescue disc burnt onto a boot disc. but when starting it said the operating system wasn't shut down correctly and may cause damage running Kaspersky. So have not done this as im not tech savvy enough.

    Can anyone help?

    Outside of this ?
    Safe mode with networking,
Shut down your machine, Unplug-Hold the power button down for 30/45 seconds (Power Drain)
Power up and Tap the F8 key continuously until you see a black page with white text,
Use the down arrow key to toggle to safe mode with networking/ hit the enter key.
    Login as usual

Tried to do as you suggested but just bounced straight back in the loop. Just spent an hour downloading a ISO windows 7 bootable disc to use the start up repair but unfortunately again puts in straight back in the loop.

So I was unable to open any programs including any internet browsers. basically did this Go > Start > in the search pane, type cmd > Right click > Run as Administrator > type > sfc /scannow > enter.
Please note the space between sfc and scannow.
This program will check all the core system files, and replace those that are missing or corrupt.
It is not advisable to do any other work on the computer while the System File Checker is running. (This process can take up to 45 minutes.)
Once SFC has finished, reboot the computer.

Now the system is rebooting and gone stright into an update!!!!!!!!! so we will see what happens now!!!!!
