Windows stuck at blue welcome screen with no account options to click

So I own a Dell Inspiron 17R and when I start up windows it loads and at the blue welcome screen my accounts will not appear. I can move my cursor and the window 7 premium home logo is displayed. Occasionally it will go black screen but always pops back to the regular blue screen after a few seconds. It will also do this if I run in safe mode, safe mode with networking and safe mode with prompt. I have ran start up repair and it says everything is good. I have no system restore points either. Ran a windows memory Diagnostic and went and ran a full diagnostics check by hitting F12 at start up and both said everything was good. Is this fixable without losing all my pictures, videos and files? If not, I can back all of that up on an external hard drive using Dell datasafe restore and emergency backup right? My last issue is that if I DO have to resort to that,how do I restore windows? The only disc that came with my computer has drivers and ulitities. I never received anything else. Maybe its internal? Do I have to buy it? Thank you VERY much to whoever takes the time to read this and help me with this problem as I am at wits end and couldn't find a similar thread.

Clean Reinstall - Factory OEM Windows 7

so basically my best option is backup my files using dell data back up and an external harddrive. Then follow that clean reinstall page?

If you do a REPAIR Install as in the link archer gave you in post #2
You will NOT need to re-install all your programs, accounts, etc.
You can read more about a Repair Install here:

If you do a CLEAN reinstall
You WILL need to reinstall all programs, accounts, etc.
With a clean reinstall you will not have any of the OEM preinstalled programs, utilities, etc.

If you have not already made the Dell recovery discs, it may be to late to create them from what you said.
You should still be able to order them from Dell in case you ever need them.

Either way you should download the ISO for your version of Windows so you always have an installation DVD (media).
It can be used for a Repair install or a Clean install...

I would do a clean reinstall, but you may see a Repair Install as the best choice for you.

You should always have EVERYTHING backed up so you can restore from any unexpected problems...
