Trying to change some file associations, so following the standard procedure:

Associate a file type or protocol with a program
When it tries to load the file extension list ('Loading....'), I get the messages:
Windows explorer has stopped working
Windows is checking for a solution to the problem
Windows Explorer is restarting
Then the control panel window closes.
1. This has never worked on my PC (Dell OptiPlex 780, 7 pro 32 bit)
2. I have Googled this problem many times and found many people have had it since about 2009.
3. I have never found a thread anywhere that solves it.
Many threads suggest causes like games programs, recent changes, viruses, Windows repair, AV and firewalls etc.
None of these apply to me, and none of these discussions have ever arrived at a solution anyway - well except one that suggested removing SOA800.DLL from MS Office. My MS Office didn't have SOA800.DLL, but did have SOA.DLL which I removed and rebooted. It didn't change anything!
HAS THIS EVER BEEN FIXED?
