    How do I tell Windows 7 to default to "Start Windows Normally" instead

    How do I tell Windows 7 to default to "Start Windows Normally" instead of "Launch Startup Repair"?
    And how to change the 30 sec to, say, 20?

    ===================================
    Windows Error Recovery
    Windows Failed to start. A recent hardware of software change might be the cause.

    If Windows files have been damaged or configured incorrectly, Startup Repair can help diagnose and fix the problem. If power was interrupted during startup, choose Start Windows Normally.
    (Use the arrow keys to highlight your choice.)

    * Launch Startup Repair (recommended)
    * Start Windows Normally

    If I understand your question correctly. Just use the down key on your keyboard until it highlights
    * Start Windows Normally
    and hit the enter key on your keyboard.

    "To default to"
    This is for a PC running Windows 7 and it is unattended, no monitor, and no UPS battery backup. I control it remotely using Teamviewer for maintenance. Occasionally there is a power outage and Windows 7 boots to the "Windows Error Recovery". It would be better if the choices default to "Start Windows Normally" so that it automatically brings Windows 7 up even there was a power outage. Otherwise I have to get someone to connect a monitor and keyboard, exit that repair screen, reboot, and manually choose the "Start Windows Normally".

    And I prefer not to "bcdedit /set {default} bootstatuspolicy ignoreshutdownfailures" because someday I might really need to do a repair.

    Hope I have just explained better this time.
