Error on start up

Hi, im not sure if this is in the right section of the forum or even on the right forum so bear with me :)

I have been having problems when starting my pc (see first picture). I only used to get this message when the main power in my house went off or i unplugged the computer from the wall, now i get this message every time i turn it on (not when restarting).
Ive changed the battery on the motherboard and it didnt make any difference. When i get this screen i press F1 and then it loads the pre-desktop (windows logo pulsating) screen which it will hang on for ages, then when it finally gets to the desktop the hard drive light its constantly flashing and everything is going really slow, so i usually hold the power button to turn it off before it gets that far.

When it comes back on after that the network icons in bottom right and other misc icons disappear (see the second picture). Network still works but i have to access connections etc through network and sharing center.

Any help would be appreciated. Thanks

This is a laptop?
Maybe check the power options for use on battery.. perhaps those options are on do not use on battery?
