    Computer suddenly started to lag

Hello there. So about 30 mins later my comp started lagging.I was playing on steam offline mode(internet issues[provider had a break in last night and lost servers]) on mount and blade warband and right after i exit a town i am slapped with this wave of lag and buzzing noises from my speakers.I tried restarting and clean upping but till now no results. And the problem is that when I look to task manager it says that i only use 30% of the CPU and 1.80 GB of ram out of 4 GB(when on mount and blade). And all the games are like this but when i close them everything runs smooth again.
    specs:
CPU: intel i5-3470 Quad core 3.20 GHz
    Graphics :Nvidia GeForce GTX 650
    ram: 4 GB
    windows: 7 ultimate
l also i got a windows controller plugged inside if that helps.
I unplugged the controller ill write if anything changes

nothing changed.Ill do a virus scan and then if nothing changes ill just reinstall the windows.
Is there anyone that can help?
To be more precise any kind of sound i try to play comes with some low bup noises like an echo or something and its VERY annoying.

Have you tried a system restore point before you noticed these issues?

Has anything in your system changed recently?

    Video drivers up to date?

    More info please.
