Cannot start PC- startup repair. virus?

Hello everyone! complete pc newb here! So I have a big problem and I cannot start my PC. It all started after I downloaded a free trial of Webroot Securityanywhere and ran a quick scan. It detected an infected object and said it needed a system restart. I postoponed the restart for a later time and kept the pc running. When I opened my FB page I saw that all the images in the page (except the profile pics...oddly) were not being displayed. I refreshed the page to no avail. I then tried a different website and saw teh same problem there. I went back to FB and this time it was even more F***ed up with no images at all. I hit refresh and the it said the page could not be opened. Thought something was wrong with firefox so i opened my internet explorer and same thing; Cannot open page. So pretty much my internet all of a sudden stopped working. The fact that things were getting progressively worse made me think it was a nasty virüs or some sort of hardware failure. I saw the Microsoft security Essentials wantingto scan and did that but nothing chaged. Shocked, I tried restarting my pc, and bam! Start up repair.

I waited for the file check to complete at first but it took a very long time so thinking it was stuck in a loop i restarted again. Again the Startup repair appeared and in a short time it gave the " Startup repair cannot repair this computer automatically" message. This happened on my desktop and i dont have the Windows CD.

I checked some threads of being stuck in the startup repair loop and found this closest to the issue: Startup Repair Infinite Loop Recovery The problem is, after the startup repair failure when i click "View advanced options for system recovery and support", In the System Recovery Options window I only get the option of Startup Repair and nothing else. No System Restore, System Image Recovery, Windows Memory diagnostic, or command prompt options. I also tried to Access the boot menü but i get ==Select a Boot First device==. I first checked the Hard disk and the options are "Ch0 S. :WDC WD5001aals00l3b2" and "Bootable Addin Cards" and the external HDDs. No matter what I selected I ended up to the same startup repair.

As you can see I tried what I could with my near non existent knowledge and came up with nothing. I am sorry for I describing the problem I have quite terribly. I know it probably looks like a nightmare to try and help me, but I'd really appreciate it alot if someone can.

P.S. I will be able to check the post 7 8 hours from now. thank you in advance.

I managed to do a clean up with system with Windows defender (burned to CD and booted from cd/dvd). The full scan detected and removed lots of trojans. However I am still getting the same thing. I am stuck at getting to command prompt. No matter how i start/boot, the startup repair runs, finds nothing and when i choose advanced system recovery options i get the window which only has the option for startup repair; in other words i dont see what is shown here on step 6
    https://www.sevenforums.com/tutorials/668-system-recovery-options.html
    where there are the options:
    Startup Repair
    System Restore
    System Image Recovery
    Windows Memory Diagnostic
    Command Prompt
    only startup repair is displayed

I am suspecting this came from a site which i visited before this happened. It was a terrible news site run by disgusting people where they displayed false/old photos as it had happened now to make their news pages attract more attention. I called them out on it on a comment (an angry one) and then this happened. weird coincidence. I wish there was a way to track where the virus came from.

Try "system restore" so go back in time. You tell us those options aren't there .... but they should be there!!

    -no backup
    -no repair/install dvd

We can't help you if you don't have and use the basic troubleshouting tools.

Did you attempt to repair system files once you confirmed it was cleaned up with at least two of the bootable AV scans provided? This is done using SFC /SCANNOW Run in Command Prompt at Boot. You may need to run it several times until no more damaged files are found, or replace them as shown in tutorial.

Once infection is cleaned up and System files repaired, confirm that the 100mb System Reserved partition (preferred if you have it) or C is Partition Marked Active then run Startup Repair - Run up to 3 Separate Times .

Other steps are given to try here for Troubleshooting Windows 7 Failure to Start leading up to if necessary rescuiing your files to run Factory Recovery or do the vastly superior Clean Reinstall - Factory OEM Windows 7. So even if you don't get it started, if you follow the steps you'll end up with a better install than 99% of them out there.

So these are the options(!) i get in the System Recovery Options. As I have said before I'm new to all this and am trying to learn. Its the first time I've tried solving such issues through BIOS... So I dont have a clue what I am doing wrong as this is what i see when i follow the linked guides.
