that is your onscreen indicator to show that you have caps lock on or as it is the number that is highlighted then you have the numbers lock on,
press the numbers lock key and it should stop displaying.

My Logitech wireless keyboard and mouse came with software that runs all the time. It's supposed to pop up and tell you when the caps lock, number lock, etc are pressed. It also gives the status of the batteries. I didn't even load it. I know when I press a key and I know when the batteries are dead. They stop working and it's time to change the batteries.

    Thanks for the help peoples.
& Thanks Boohbah, u r correct. It is the nums & caps lock. But what does the down arrow stand for. I have turned off nums & caps lock but it still randomly displays. It is there anyway to turn this feature off permanently?

Des it is probably amongst the crapware that Andrew mentioned mate so just have a dig around in the programs lists and if it is something like utilities or suchlike take it out.
Revo would be good for that Download Revo Uninstaller Freeware - Free and Full Download - Uninstall software, remove programs, solve uninstall problems

the arrow will be scroll lock.
the on screen display i think it is part of the keyboard driver. so personally i would put up with it,
    However
    someone here had a fix...

What I did was I went to processes in task manager and stopped QLB Controller. If you type msconfig in the windows and go into startup or services, you can end / uncheck the QLC Controller service
