Question regarding system volume information folder

Is it normal for a brand new external drive bought in year 2013 to have a system volume information folder that is created in 2012? I thought the folder should be the date it is first plug into a computer?

The folder would keep the time stamp of when it was created. It's not unheard of, the seller may have had it a long time or the vendor they got it from. I have bought new drives with a year-old production date.

I thought even if so the modified date should be the date the user first plug in any new computer no? If so why is it that both modified and created date are the same date?

It is a good sign. Shows that the drive was tested at the factory.
