Windows 7: No rename in context menu

No rename in context menu

When I rifgt click on any file I expect a context menu with a rename option. I get a context menu WITHOUT a rename option. I have looked at W7 help and it;s no help. what must I do?

It's back now. Just in a few minutes. And I didn't do anything.
