Might be wrong, but IMO your problem may stem from a pending issue with MSE, epp.msi, and some corrupt entries in Windows Installer registries.
Please download SystemLook:
32-bit:

Save to your Desktop.
Double-click on SystemLook.exe to run the program.
At the SystemLook program console, copy the content inside the following quote box into the main text field (do not include the word Quote):
Click the Look button to start the scan.:filefind

SystemLook did find Microsoft Antimalware in files/folders, so let's see how we do with the Registry.

What was done before MSE would no longer update?
It appears that MSE did not uninstall with the MS FixIt. Its service, although stopped, is still present. There is a task established to run MSE. There are all sorts of files/folders and Registry entries for MSE remaining...
Not good.
Nope, there's no virus... What I'm fixing was the update errors on Windows (MSE)... and I decided to remove the MSE because there's an error when you update it. Unfortunately, I can't uninstall the MSE (another error with epp.msi). I've removed it using regedit, MSE is now uninstalled, and I installed BitDefender instead. And now my Windows is up to date but some programs doesn't run. Even Gadgets doesn't show.
Please download WVCheck from Artellos.com.
- Double click WVCheck.exe. (If you downloaded the zipped version you will need to extract it.)
- As indicated by the prompt, This program can take a while depending on your hard drive space.
- Once the program is done, copy the contents of the notepad file as a reply.
