Blank Screen with no logo, no taskbar. Windows 7 Home Premium 64bit

So I've been playing around with explorer.exe because I read that you can change the Windows Logo, and so I downloaded an .exe file that would do so. The browser did not say it was malicious so I did so.

After that, the screen went completely blank and i could not access anything
Here is what i have tried

    1. Opening Task Manager and opening regedit through there, and deleting iexplore.exe ( i did not delete explorer.exe there because it wasn not there )

    2. opening task managaer and trying to run explorer.exe ( did not work because it said error )

PLease help me I was trying to install themes and i downloaded a 3rd party client that messed up my computer
i am really scared and need a reply as soon as possible
    thank you!

EDIT: there is only one user on my laptop and it is just me (administrator privileged ) so i cant log into another user and change some things.

EDIT 2: IT WORKS! I got it to work by windows fixing it for me! Idk how the option came out but it suggested to restore my computer and it works! thank u windwos!!
